For my shorts, I used four different colors and changed colors every row to create a striped effect. If you don't want that or prefer a simpler project, you can use one color.
When working in the round (Body & Legs), I turned my work when starting each new row
If you instead wanted to make a skirt, you could forgo the Legs portion and instead continue the Body section for more rows
As this is customizable, I recommend trying the shorts on after each section to ensure your best fit
Chain desired thickness and hdc in BLO for several rows until the waistband measures your waist circumference
R1: hdc into the side of the waistband around
R2: dc in each stitch across
Repeat R2 until you are ready to start the legs of the shorts
Chain the number of stitches required to reach from the back to the front of the crotch area
R1: dc in each of the chains and around the 1st leg
R2: dc in each stitch around
Repeat Row 2 until you reach the desired leg length
